The drill was built on a hypothetical context: At 8:00 a.m. on November 3, 2023, at the 5,000m3 Ammonia tank of Thai Binh Mining Chemical Company, an Ammonia chemical leak occurred. In the tank area, Ammonia escapes into the environment in large quantities, creating a dangerously toxic zone. NH3 is released very strongly in liquid form, accompanied by steam rising high, spilling over the dike area. With a large open surface area, NH3 vapor has the risk of spreading strongly, causing unpleasant odors, spreading to surrounding areas and neighboring areas. The response plan when detecting an incident is specifically given: Evaluate and notify the incident; orders to stop production, evacuate, and report incidents; Implement incident response plans according to the approved chemical incident response plan; Protect, traffic flow, isolate dangerous areas; Spraying water to extinguish incidents; Search and rescue, medical emergency; Check the level of toxic gas spread; Remove liquid waste from dike tanks for treatment; Coordinate with provincial and national response forces to respond to incidents, search and rescue, and medical emergencies; Pepper disinfects people, vehicles, and the environment immediately after the incident is completely extinguished.
